Steps

• A new mirror would have to periodically rsync from rsync://ftp.osuosl.org/jenkins/ (say every 4 hours?). We need to know their URL and country the server is located.
• We need their contact person email address on file.
• Mirror addition needs to be blessed by the infra team.
• On cucumber, "mb list --region --country" to list up current mirrors
• Run mb new to insert a new mirror with appropriate region and country.
• Let it sit for a day to allow for mirror scanning, and check status page to ensure it's up-to-date.
