Setup
Go to "Manage Jenkins" > "Configure System" > "Theme" - there are settings to define the theme: You can specify URLs for CSS, JavaScript and Favicon. Additionally, you can add simple CSS rules right here.

Some ready-made themes can be found on GitHub, these can also serve as examples for fully customizing the Jenkins appearance:
